TOWN OF VERMONT BOARD MEETING

AUGUST 9, 2004

The meeting was called to order at 7:35 p.m. by Supervisor Bill Hanson in the absence of Town Chairman Steven Frame. The Clerk certified the meeting notice was posted at the Black Earth State Bank, Amcore Bank in Mr. Horeb, on the town web site and at the Town Hall; also published in the News Sickle-Arrow and Mt. Horeb Mail newspapers.

Present: Supervisors, Bill Hanson, David Dybdahl, Barbara Grenlie and Mark Sherven; Clerk Marian Swoboda.

Absent: Chairman Steven Frame and Treasurer Sarah Danz.

CITIZEN INPUT

Donald McKay advise that a 15 minute fireworks display would take place at Tyrol Basin on Saturday night, August 21 following a wedding ceremony and dinner. He said any one wishing to see the fireworks would be welcome to come. He left a fireworks permit to be signed by the Town Chairman.

BICYCLE RACE PERMIT DEPOSIT REFUND REQUESTED

Karl Heil, organizer of the Horribly Hilly Hundreds Challenge Ride which took place in part on roads in the Town of Vermont on June 14, 2004 appeared before the Board to request the refund of the organization's refundable $200.00 deposit.

Motion was made by Mark Sherven and seconded by David Dybdahl that the board deny the request because of the substantial traffic delays in addition to the several accidents that occurred due to the bicycle race. According to the permit issued by the town, traffic delays were to be held at a minimum. A number of safety issues such as high speed riding, large numbers of bicycle spreading across the road and many feet deep were identified as critical problems. Staggger starting times was suggested as a means of lessening the congestion. Mr. Heil said he would be more than willing to work with the board on these issues. Upon calling the question, the motion carried unanimously.

BOMBAY BICYCLE CLUB RECREATIONAL ACTIVITY PERMIT APPLICATION

The board considered an application from the Bombay Bicycle Club of Madison to sponsor a bicycle ride through the Town of Vermont on Septemer 5, 2004. The application was presented by co-chairs Jack Graham and his wife Johanna Solms who is also the club's treasurer residing at 4664 Old Indian Trail in the Town of Vermont. They emphasized the ride was a recreationl ride, not a race. The ride will began and end at Tyrol Basin as it has for many years. Eight hundred riders are expected this year if the weather is good. Riders will leave Tryol Basin between 7:00 a.m. and 10:00 a.m. and the last riders will come in around 6:00 p.m. Support vehicles with radio operators will patrol the route to aid riders needing assistance, directional signs will replace their previous practice of marking roads with nondurable paint and water stops will be available. The Club will carry $2 million insurance coverage for the event as requested by the Town. The rides will be broken up between a 100-mile ride, a 65-mile ride and a 30-mile ride on roads in Arena, Mazonamie, Black Earth,Vermont, Blue Mounds, Mount Horeb and Barneveld. The ride will travel the following roads in the Town of Vermont: Bohn Road, County roads J, JJ, F, FF, KP, JG and State Hwy 78. The board was told that the Club is working to achieve safety and is empowered to take riders off the road if necessary.

Motion was made by David Dybdahl seconded by Barbara Grenlie and carried that a permit for the Bombay Bicycle Club ride through the Town of Vermont on September 5, 2004 be approved.

APPROVAL OF MINUTES

Motion was made by David Dybdahl to approve the minutes of the July 12, 2004 meeting with a correction to the last line under committee reports to read: "The pay for weekday workers will be $7.00/shift and for weekend workers $15.00." The motion was seconded by Mark Sherven and carried.

REPORT OF THE TREASURER

In the absence of the treasurer, the report was given by the Clerk Marian Swoboda. Deposits made during the month of July totaled $155,778.29 consisting of $1,775.00 in site visit and driveway permit fees, $96.50 in a personal property tax payment, $75.00 title company assessment searches, $18,131.37 transportation aid, $2,264.80 state shared revenue, $133,351.10 state school levy, $84.52 interest.

Town accounts were reconciled by the two officers at the end of July showing a cash balance of $192,562.16 with $179,035.59 in the investment account, $2,666.20 in the savings account and $10,860.37 in the checking account.

REPORT OF THE CLERK

The clerk reviewed the July 31, 2004 balance sheet showing assets of $192,562.16 the same as appeared in the treasurer's report. Total liabilities & assets also totalled $192,562.16 coming from a carryover of $601,937.28 from the prior year minus $409,375.12 in net income in the current year.

The income & expense vs. budget report showed income January through July totalling $905,855.17 and expenses of $1,315,230.29 a difference of $409,375.12 which is offset by the prior year cash carryover shown on the balance sheet. The clerk reported that income and expenses through July appear to be in line with the budget projections made at the end of June.

PAYMENT OF BILLS

Disbursements for the month of July totaled $151,678.78. After deducting $133,351.10 representing the distribution of state school revenues, town expenses for the month totaled only $18,327.68.

Motion was made by Barbara Grenlie seconded by David Dybdahl and carried to approve the payment of bills totalling $151,678.78 covered by checks #10137 through #10155.

CHANGE IN HOME SITE LOCATION APPLICATION WILLIAM AND RHONDA THOMPSON

Having seen the revised map showing a different location of the proposed home site at 4037 Bakken-Stenli Road from that proposed and circulated with the Land Use Intent Form,

Motion was made by Barbara Grenlie seconded by David Dybdahl and carried to approve upon recommendation of the Plan Commission the revised proposed home site envelope at 4037 Bakken-Stenlli Road presented by the owners William and Rhonda Thompson.

The revised envelope measuring 192' x 200' was moved back to where it was originally approved, overlapping the original envelope by 65' and extending NW another 135'.

FEASIBILITY STUDY ON CONTRACTING FOR WASTE AND RECYCLING PICKUP IN THE TOWN

Supervisor Mark Sherven said that inquiries had come to him about the possibility of having waste and recycling pickup throughout the town. He asked if the board would approve him gathering estimated costs. He reported that of the 337 residential homes in the town about one-third have permits to use the Mazomanie facility. The board indicated it had no objection to his gathering estimated costs on providing such a service.

UPDATE ON "SMART GROWTH" COMPREHENSIVE PLANNING

The clerk shared with the board information on how other towns who are not dependent upon a consultant are approaching the work involved in writing their comprehensive plans. Several are receiving help from Dane County Planning and Development, the county land information office, and UW-Extension. An educator at Dane County UW-Extension is helping with the formation of focus groups, survey instruments and analyses of data. His name is Bill Rizzo and he is willing to meet with Vermont officials to get us on the road to comprehensive planning. The board thought it was a good idea to have a joint meeting between the board and planning commission on focus groups, how they function and their purpose. There will be no charge for help from any of the above offices.

AUGUST 29 PICNIC

A copy of the announcement of the August 29 town picnic was distributed. The flyer was mailed out with the "Vermont Voice" newsletter.
