MINUTES

TOWN OF VERMONT BOARD MEETING

JUNE 14, 2004

The meeting was called to order at 8:20 p.m. following a joint meeting with the Plan Commission by Chairman, Steven Frame. The Clerk certified the meeting notice had been posted at the Black Earth State Bank, Amcore Bank in Mt. Horeb, on the town web site and on the front door of the Town Hall; also published in the News Sickle-Arrow and Mt. Horeb Mail newspapers.

Present: Chairman, Steven Frame; Supervisors, Barbara Grenlie, Bill Hanson, David Dybdahl, Mark Sherven; Clerk Marian Swoboda and Treasurer Sarah Danz.

CITIZEN INPUT

Steve Aeschlimann appeared before the board to register concern over the safety of bicycle racing on roads in the Town of Vermont. He described how a rider accidentally fell and slipped under his truck on Moen Valley Road between HWY 78 and County KP during the race held on June 12. Others in attendance cited incidents of undue traffic delays, being forced to pull off the road by fast moving riders, and with no traffic controllers at intersections riders were ignoring traffic signs.

Earl Brandt said he would be responsible for publishing the town's summer picnic in the next issue of the Vermont Voice newsletter. The picnic will be held on the last Sunday in August. Planners have not yet been identified. Further discussion on the picnic will take place at the July board meeting.

APPROVAL OF MINUTES

With a change in the reported cost of culvert replacements from $4,501.06 to $1,781.42 on the last page of the May minutes,

Motion was made by David Dybdahl seconded by Bill Hanson and carried to approve the minutes of the May 10 board meeting as corrected. Mark Sherven abstained due to his absence

REPORT OF THE TREASURER

Treasurer Sarah Danz reported that the monthly reconciliation of accounts balanced as follows: investment account $25,207.82; savings $18,550.61; and checking $3,956.50 giving a total cash position of $47,714.93 as of May 31, 2004.

Deposits for the month as reported by the treasurer follows: building permits $1,576.50; land use related fees $370.00; dog licenses $20.00; bike racing permits $275.00; liquor license $225.00; computer aid $14.00; interest $66.34 for a total of $2,546.84.

REPORT OF THE CLERK

The Clerk Marian Swoboda presented a May 31, 2004 balance sheet showing total liabilities & equity of $47,714.93 and an income and expense vs. budget report also ending with a cash position of $47,714.93. She said that a projection of year- end income and expenses will be presented at the July meeting.

PAYMENT OF BILLS

Motion was made by Mark Sherven seconded by David Dybdahl and carried to approve the payment of bills (checks #10066 through #10098) for a total of $56.986.12. Bill Hanson opposed the motion.

NORTHWEST DANE COUNTY SERVICES DONATION

Motion was made by Mark Sherven seconded by Bill Hanson and carried to approve a $858.00 donation to Northwest Dane County Services based upon one dollar per citizen.

ESTABLISHMENT OF AN EMPLOYEE HOURLY RATE OF PAY FOR ELECTED OFFICIALS

Motion was made by Steven Frame seconded by David Dybdahl and carried to table consideration of an employee hourly rate of pay for elected officials until the 2005 budget meeting.

2005 TOWN REVALUATION

After reviewing a requested revaluation bid from the town's assessor, Accurate Appraisal,

Motion was made by Bill Hanson seconded by Barbara Grenlie and carried to open the bid through an advertisement in the Wisconsin Town's monthly magazine.

COMMITTEE REPORTS

The Mt. Horeb Fire District is negotiating the purchase of some property a block away on Main Street; the Black Earth Fire District is experiencing some jurisdictional problems with the Cross Plains District; the Town's new truck is finished and will be delivered to the town in October.
