MINUTES

TOWN OF VERMONT BOARD MEETING

MAY 10,2004

The meeting was called to order at 7:45 p.m. by Chairman, Steven Frame. The Clerk certified the meeting notice had been posted at the Black Earth State Bank, Amcore Bank in Mt. Horeb, on the town web site and on the front door of the Town Hall; also published in the News Sickle-Arrow and Mt. Horeb Mail newspapers.

Present: Chairman, Steven Frame; Supervisors, Barbara Grenlie, Bill Hanson, David Dybdahl; Clerk Marian Swoboda and Treasurer Sarah Danz.

Absent: Supervisor Mark Sherven

There was no citizen input.

APPROVAL OF MINUTES

Motion was made by David Dybdahl seconded by Bill Hanson and carried that the minutes of the April 12, 2004 board meeting be approved as presented.

REPORT OF THE TREASURER

Treasurer Sarah Danz reported that the reconciliations carried out by the clerk and treasurer balanced at the end of April showing $65,144.58 in the investment account, $26,070.81 in the savings account, and $10,544.07 in the checking account with a total of $101,759.46 cash on hand at the end of April.

Deposits made during April totaled $18,628.54. Interest earned totaled $92.47 DNR aid in-lieu of taxes $204.70, title company assessment searches $200.00, and transportation aid $18,131.37.

REPORT OF THE CLERK

The April balance sheet prepared by the Clerk showed the same cash balance, $101,759.46 as reported by the Treasurer through the reconciliation process. The Income & Expense vs. Budget report showed spending to be in line with the annual budget.

PAYMENT OF BILLS

Motion was made by David Dybdahl seconded by Bill Hanson and carried that the disbursements presented totaling $17,008.32 covered by checks number 10044 through 10067 be approved for payment.

TYROL BASIN LICENSE APPLICATIONS

An alcohol Beverage License Application along with an application for a Cigarette License and an application for an "Operator's License for Donald H. McKay beginning June 30, 2004 and ending June 30, 2005 was presented for approval.

Motion was made by Barbara Grenlie seconded by David Dybdahl and carried that the applications be approved.

USE OF OUTDOOR AMPLIFIER AT TYROL BASIN 2004 SNOWFEST

A request from Tyrol Basin for approval to have outdoor amplified music and announcements for its Summer Snowfest 2004 on June 5 and June 6 between the hours of 9 am and 8 pm was presented. Tyrol's Deed of Covenants & Restrictions require that sound levels be maintained at levels no greater than 90 dB at 30' from the speakers. Donald McKay told the board that a sound meter would be used to monitor the sound levels.

Motion was made by Barbara Grenlie seconded by David Dybdahl and carried that the request be granted.

BRIAN AND LeANN HAROLDSON APPLICATION FOR REZONING,

DRIVEWAY PERMIT, AND HOME SITE APPROVAL AT

3480 COUNTY TK JG

After considering the Plan Commission's recommendations on the Haroldson's applications and looking at the Engineering plan for reconstructing the existing driveway entrance,

Motion was made by David Dybdahl seconded by Bill Hanson and carried to approve the Plan Commission's recommendations to approve the requested zoning change, the site location and the driveway application permit for Brian and LeAnn Haroldson at 3480 County Tk JG along with a variance on the town's 4' shoulder road width requirement on 75' of driveway located between points 300 and 400 on the Engineering map. Barbara Grenlie abstained from voting.

APPROVAL OF ROAD AND CULVERT BIDS

Motion was made by David Dybdahl seconded by Barbara Grenlie and carried to approve the following road and culvert bids:

Scott Construction, Inc. Seal Coat Surfacing $47,324.58 (Includes the following roads - Vermont Church, Union Valley, Braun, Foseid Lane, Moen Valley, Roberts, Michaelis Lane, Cowan Lane, McKenzie Lane, Old Indian Trail, Enerson Lane, Lickel Lane, Schaub Lane, Cedar Hill Lane, Stanfield, Kraemer Lane, Bakken Stenli.)

Crack Filling Service, Corp. $10,000.00 (Includes the following roads - Vermont Church, Union Valley, Braun, Moen Valley, Old Indian Trail, Pleasant Valley.)

R. G. Sutter - Culvert Installation $3,000.00 (Two on Old Indian Trail and one on Union Valley Road.)

Culvert replacements $1,781.42

Motion was made by David Dybdahl seconded by Bill Hanson and carried that the meeting stand adjourned.
